Made an update to the map, will post the BSP later. Some of these changes are based on feedback from this post.
Made some optimizations (areaportals, object fade, occluder etc.)
Switched the ramps on the sides of red spawn to normal stairs
Moved BLU spawn from the control point to the back...

Reducing rage on charge seems pointless in my opinion, I think the bigger issue is how often he can charge. I'd say increase the cooldown to 7-8 seconds and if possible add a cooldown before first use so he can't charge as soon as the round starts...

I'd like to suggest removal of this map. The map is very large which means rounds can sometimes take ages unless the hale just rushes at reds instantly.

Doesn't seem like they're cheating to me, it's hard to make a proper decision based on those two short clips.
