Reds get insta-killed after falling into the water, hale takes no damage and gets tp'd to the capture point.
So there are in total 4 medium health packs, 4 medium ammo packs and one small ammo pack. Two of the health & ammo packs are out in the open, everything else is in buildings.

Honestly the rage delay was never a good thing and I don't know why it was ever there. Yes it would make the megaheal useless if there's a competent pyro, sniper or any other high-knockback class on the other team (90% of the time).

I'd like to suggest enabling the control point after a specific amount of time, maybe around 4-5 minutes.
Right now the rounds can last an insane amount of time when specific bosses are being played, especially bosses that can become invisible. Some people also have this annoying playstyle...
