Completed [DR] Update cocainum to the summer version (2 Viewers)

I originally made this edit for Skial but I think it would be worth adding to Panda too since it is the summer. It fixes many bugs & exploits that are on the older version which is currently on the server plus some improvements such as respawning for minigames. There's too many changes to list but it is a vast improvement. There was an older edit of cocainum on HMX with a desert theme but this edit by me has more of a "Tough Break" look to it which is more in keeping with TF2s style.
