For LeftNRight, he was encouraging the Scout to kill the Heavy. The Heavy was obviously rulebreaking so I get where he was coming from, and in the end the Heavy killed the Scout. Gagging him would be too harsh here.

The Heavy himself (Junio Sonic) will be punished, and Pou's spray will be handled.
